Planning Application submitted in Southbourne
NEO were appointed by Elivia Homes to provide highways and transport planning support for a proposed residential development of 92 homes on Land South of Cooks Lane, Southbourne, West Sussex. The appointment included the preparation of a comprehensive Transport Assessment and Residential Travel Plan to support the planning application.
A key element of our work involved demonstrating that the development could be safely and efficiently accommodated on the local highway network. NEO undertook a detailed review of existing transport conditions, including an assessment of pedestrian, cycle and public transport accessibility, road safety analysis, access design, trip generation and junction capacity modelling.
The proposed vehicular access was carefully designed in accordance with Manual for Streets and West Sussex County Council guidance and was subjected to an independent Stage 1 Road Safety Audit. Our assessment confirmed that appropriate visibility standards could be achieved and that safe access could be provided for all users, including service and refuse vehicles. A separate pedestrian, cycle and emergency access was also incorporated into the scheme to enhance connectivity and resilience.
A key factor in the successful delivery of the project was NEO’s strong working relationship with West Sussex County Council and our extensive experience of promoting development across the county. Through early engagement and ongoing collaboration with the Local Highway Authority, we were able to agree the scope of technical assessments, address emerging issues proactively and provide evidence tailored to local requirements. This helped streamline the planning process and contributed to the scheme being supported on transport grounds, ultimately resulting in no objections from either West Sussex County Council or National Highways.
