Key Team Members

Paul founded NEO in 2025 and has over 24 years’ experience in transport planning. As a leading industry expert, he provides technical advice across a wide range of sectors and projects including large-scale residential development, strategic land promotion, urban regeneration and mixed-use schemes and bespoke small sites. Paul works across projects at all stages of the planning process and has significant experience in preparing evidence for planning appeals and providing expert witness at public inquiries.

Paul combines a sound technical background with an astute commercial understanding, to develop cost-effective and targeted transport solutions to unlock complex development sites. He is passionate about adopting a client-first approach in everything he does and understands the key role that transport has in both delivering their goals and enabling wider benefits to society.

Outside of work Paul enjoys playing golf and skiing (when the demands of a young family allow!) and even finds the time to manage his son’s football team where the management of 8-year-old boys is every bit as challenging as his day-to-day work!

Mitchell joined NEO Transport Planning in 2025. With over 15 years experience in transport planning, he supports a diverse range of development projects across the UK. He provides technical advice across multiple sectors, including residential development, mixed-use schemes and bespoke sites, assisting clients in navigating the planning process and delivering successful outcomes.

Mitchell combines a strong technical foundation with a proactive and commercially aware approach, enabling him to develop robust, practical and policy-compliant transport solutions. He has extensive experience in preparing Transport Assessments, Travel Plans and supporting documentation, and works collaboratively with clients, local authorities and multidisciplinary teams to unlock development opportunities.

Mitchell has a particular interest in how transport, active travel and emerging smart technologies can be integrated to create better places and more liveable communities. He is passionate about delivering solutions that not only meet technical requirements, but also contribute to healthier, more sustainable and future-focused environments.

Outside of work, Mitchell is a keen triathlete and regularly competes in endurance events, including Ironman races. He is also a West Ham season ticket holder, demonstrating resilience and the ability to endure long-term challenges, which is also useful in the professional environment!
